A Power System Operator is a member of a unique team responsible for the operation of the state’s bulk electric power system. This responsibility includes the reliable operation of the bulk power transmission system encompassing all of New York State.
Power System Operator’s are also responsible for the dispatch of all generation resources in the real time and hour ahead time frames for the energy markets. Constant communication with numerous customers involved in the New York electric energy market and neighboring ISO’s including Canada is a major responsibility.

Engineer
- TCC Market Operations
Description:
The Engineer, TCC Market Operations is primarily responsible for studies and analysis to support NYISO Transmission Congestion Contract (TCC) auctions and other TCC market activities.
Please note this position may be filled at the Assoc Engineer, Engineer, or Sr. Engineer level, depending on candidate qualifications such as experience and technical skills.
Specific responsibilities include:
Translate network model from Day-Ahead Market format to TCC auction platform
Conduct optimal Power Flow analyses and apply other software tools and procedures to implement TCC auctions
Validate market participant bids and offers submitted into NYISO conducted auctions
Verify market participant bids and offers are accurately reflected in the auction models
Verify awards produced from the auction models are completely and accurately provided to market participants
Post results of auctions to the NYISO website; allocate TCC auction revenues
Calculate congestion shortfalls/surpluses
Continually evaluate TCC processes and recommend improvements
Experience/Skills:
3+ years of power systems, power generation, or electric utility experience (Assoc Engineer requires no work experience; Sr. Engineer requires 7+ years relevant experience, MS degree in Electrical Engineering helpful)
Experience with ISO/RTO wholesale electricity markets helpful
Knowledge of TCC and FTR (financial transmission rights) tools and power flow software such as PSS/e Optimal Power Flow or Nexant Hedge helpful
Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations and permutations; ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory and factor analysis
Advanced knowledge of Excel and a working knowledge of SAS or other statistical programming languages preferred
Education:
BS degree in Engineering required, Electrical Engineering with a focus on Power Systems preferred.

Sr. Planning Engineer
- Resource Planning
Description:
The primary responsibility of the Sr. Planning Engineer is to support NYISO’s mission to maintain reliability on New York’s bulk power system. The Sr. Planning Engineer will monitor and assess the viability of new energy infrastructure projects that are identified in the NYISO Comprehensive Reliability Planning Process (CRPP).
Specific responsibilities include:
Monitor and assess the continued viability of Reliability Needs solutions across New York State per the CRPP Manual
Perform on-site inspections and meet with Market Participants to verify progress of each Reliability Needs solution
Coordinate with Transmission Owners (TO) for verification of progress and continued viability of each Base Case TO Update and Regulated Backstop Solution (RBS)
Coordinate with Generator Owners for projection and certification of generation unit retirement plans
Prepare and present reports for all CRPP Reliability Needs solutions as required by the NYISO Board, the NYS Public Service Commision and other regulatory agencies
Coordinate with the NYS Public Service Commision to facilitate selection and management of the proposed RBSs
Monitor network modeling changes from Generator Owners and Transmission Owners for compliance with the NYISO planning notification requirements
Perform site inspections and observe performance testing of Attachment Facilities during project Test and Commissioning phases of interconnection projects. This includes the review of monthly status report submittals required during Interconnection construction and installation activities
Experience/Skills:
7+ years of total experience in the engineering and construction of electric transmission and/or generation projects
3 years of experience as a Project Manager overseeing projects from inception through commissioning including direct experience with Generation and Transmission Line construction and site management
Demonstrated knowledge of key construction activities such as site control, permitting, environmental studies, public siting, and contractual arrangements for resources, engineering, procurement, and construction
Excellent teamwork, interpersonal and communication skills
Ability to prepare and present reports
Position requires 25% travel within New York State
Education:
Bachelors degree in Engineering or Construction Management required; Masters degree preferred.
Professional Engineer (P.E.) designation desirable.
Project Management Institute (PMI) certification desirable.
