- NYISO Compliance Filing–FERC Order 719
On May 15, 2009, the NYISO submitted its filing in compliance with the Federal Energy Regulatory Commission’s (FERC) Final Rule on Wholesale Competition in Regions With Organized Electric Markets (Order 719). The FERC order applies to all of the nation’s Independent System Operators and Regional Transmission Organizations. Order 719 requires enhancements to the NYISO’s arrangements for monitoring the competitiveness of the markets it administers (Market Monitoring), and requires the NYISO to confirm that it satisfied heightened FERC requirements in other areas including responsiveness to stakeholders and customers, the integration of demand response resources into the markets, the accuracy of economic signals sent by the markets at times when the supply of electricity is barely sufficient to meet demand (scarcity pricing), and facilitating long term contracting by willing participants in electricity markets.

May 15, 2009 - NYISO Comments on the Interim Report of the Energy Coordinating Working Group Regarding the 2009 New York State Energy Plan
On May 15, 2009, the NYISO submitted comments on the 2009 New York State Energy Plan Interim Report presented by the Energy Coordinating Working Group on March 31, 2009. The NYISO comments supported the Interim Report’s preliminary findings regarding the importance of adding renewable resources and demand response resources to build the State’s clean energy sector; the need for additional natural gas infrastructure; preparing for the advent of plug-in hybrid electric vehicles; modernizing and expanding New York’s aging electric system infrastructure; integrating cleaner, more efficient resources that will help the State meet its environmental goals; promoting intrastate and interregional collaboration; and maintaining sufficient liquid fuel storage capability. The NYISO urged that the draft State Energy Plan reflect and build upon the successes of New York’s competitive, wholesale electricity markets.
November 26, 2008 - NYISO Comments for New York State Energy Plan
On November 26, 2008, the NYISO submitted its comments on the New York State Energy Plan, addressing topics that included the benefits of New York’s well functioning wholesale electricity markets, building on the NYISO planning processes, and a portfolio of solutions for New York’s energy policy challenges.

- 2009 Load & Capacity Data - The Gold Book
The NYISO has published the 2009 Load & Capacity Data report, also known as "The Gold Book." This report presents New York Control Area (NYCA) system, transmission and generation data and NYISO load forecasts for the 2009 - 2019 period. The report includes forecasts of peak demand, energy requirements, energy efficiency, and emergency demand response; data on existing and proposed resource capacity; and data on existing and proposed transmission facilities.

The Analysis Group report, An Evaluation of the McCullough Research Report on New York’s Wholesale Power Market, was prepared in response to the request by the New York State Assembly. The Analysis Group report identifies more than ten key areas of concern that render the conclusions of the McCullough report unreliable.
