The missions of the NYISO are to maintain and enhance regional reliability, promote and operate fair and competitive markets, and to provide first class customer service, all in a cost effective manner.
Planning at the NYISO supports these missions by developing processes that will ensure the long-term adequacy of the NYCA bulk power system. This is accomplished by effectively managing the load forecasting, transmission planning, and system and resource planning functions.
Market Participants who request an interconnection of a new or a significant upgrade of an existing generating or transmission facility must perform a System Reliability Impact Study that will join the Interconnection Studies & Process queue. The NYISO will review these studies to ensure every proposed facility enhances NYCA bulk power system adequacy. The baseline to which these facilities are added is described and analyzed through the Reliability Assessments the NYISO performs in conjunction with Market Participants.
Under NYISO's OATT, Firm Transmission Service is available to any Eligible Customer willing to pay Congestion Rent. However, an Eligible Customer may request NYISO to conduct a study of facilities that could be constructed to create incremental transfer capability or to address reliability or other operational concerns. The reliability of the NYCA system is the goal of Resource Adequacy Planning analyses. Here, the NYISO, in cooperation with the New York State Reliability Council, performs studies whose goal is to ensure that enough resources, allowing for contributions from both generators and demand management, are available to meet the needs of New York electricity users.
Maintaining markets that are fair and competitive is the goal of the NYISO Comprehensive Reliability Planning Process. That process will generate a needs assessment that identifies impediments to reliability and efficient markets, and that will recommend remedies and their implementation plans.
The NYISO Planning function includes interfacing with NERC, NPCC, and the NYSRC to address industry standards for reliability and to file required reports, such as the NYISO FERC Form No. 715 Filing. These assure neighboring systems and the Eastern Interconnection that the New York Control Area is being planned and operated safely and reliably.
The Planning function also engages in Special Studies, such as “The Effects of Integrating Wind Power on Transmission System Planning, Reliability, and Operations” that help the NYISO evaluate the impacts of new technologies on the NYCA system and markets.
