Comprehensive System Planning Process (CSPP)
The NYISO CSPP is comprised of four components: the Local Transmission Planning Process (LTPP), the Reliability Planning Process (RPP), the Congestion Assessment and Resource Integration Study (CARIS) and the Public Policy Transmission Planning Process. The CSPP was accepted by the Federal Energy Regulatory Commission (FERC) and its requirements are contained in Attachment Y of the NYISO's Open Access Transmission Tariff (OATT).
