NYISO Interconnection Update: 30-Day Extension for Completing Applications

The NYISO has provided a 30-day extension for resolving insufficient applications in its new interconnection process.  The streamlined process is designed to accommodate a larger volume of renewable energy resources seeking to connect to the grid since the passage of the Climate Leadership and Community Protection Act of 2019.

Applicants now have until November 15, 2024, to ensure that all information requirements necessary for inclusion in the current study window are met. The previous deadline for resolving deficiencies was October 15. 

The interconnection study process ensures new energy resources can connect to the grid reliably and assigns any costs for necessary upgrades to developers rather than consumers.  The NYISO’s interconnection team remains engaged with stakeholders to address questions regarding project documentation, technical requirements and how to cure deficient applications.  

The new process enables the NYISO to evaluate multiple project proposals at once rather than conducting each study individually, saving time and work. Applicants are required to provide project documentation via a new, online portal. A total of 376 applications proposals have been submitted for the NYISO’s review. 

Before implementing the new process, the NYISO conducted extensive outreach to developers and stakeholders to share information and collect input. 22 NYISO information sessions were held over two years. 

“We understand that this is a new process with a learning curve that initially will require additional support,” said Emilie Nelson, NYISO Executive Vice President and Chief Operating Officer. “The extension enables developers more time to provide the necessary information for their projects to move forward. Our interconnection team will use this time to continue to assist developers. All parties have a shared responsibility to provide accurate and timely information.”

NYISO’s interconnection team is also working with developers completing the former “Class Year” interconnection process. That study has been completed and developers are currently making decisions regarding whether to accept their respective upgrade costs. 68 project proposals comprise the 2023 “Class Year,” which could total more than 13,000 megawatts depending on their decisions. The decision process for this final “Class Year” is expected to conclude by mid-December 2024.
